
The energy transition process in Europe increasingly requires stronger cooperation between local authorities, regional institutions and stakeholders involved in climate and energy governance. Many municipalities, especially smaller and rural ones, still face significant barriers related to limited technical capacities, lack of access to financing, insufficient data and fragmented governance structures.
In response to these challenges, the OCTOPUS project supports the creation and reinforcement of Enabling Organisational Networks (EONs), which act as regional cooperation and facilitation mechanisms supporting local climate and energy transition activities.
The OCTOPUS EON for the Mazowieckie Voivodeship is coordinated by the Mazovia Energy Agency (MAE) and operates as a regional platform for cooperation, knowledge exchange and capacity building between municipalities, regional authorities and local stakeholders.
The objective of the OCTOPUS EON is to support municipalities and regional stakeholders in implementing practical climate and energy transition actions through:

The Mazovia Energy Agency (MAE) acts as the coordinator and facilitator of the OCTOPUS EON in the Mazowieckie Voivodeship. MAE’s current activities include establishing a one-stop shop (OSS) providing technical and financial advisory support for, among other things, the development and implementation of energy and climate action plans (SECAP, ECAP+), building a network of professional advisors and contractors, and strengthening cooperation with the private sector through the Mazovia Energy Cluster.

The network is continuously developed and adapted to the needs of the region and to changing conditions related to the planning and implementation of activities in the field of energy, climate and adaptation. We combine the activities of the OCTOPUS project with the objectives of the Covenant of Mayors, supporting local governments in preparing and implementing action plans for energy, climate and adaptation, including SECAP/ECAP+. Our role is also to build cooperation between municipalities, experts, contractors and the private sector in order to accelerate the decarbonisation of the region and strengthen its climate resilience.
