General information

The energy transition process in Europe increasingly requires stronger cooperation between local authorities, regional institutions and stakeholders involved in climate and energy governance. Many municipalities, especially smaller and rural ones, still face significant barriers related to limited technical capacities, lack of access to financing, insufficient data and fragmented governance structures.

In response to these challenges, the OCTOPUS project supports the creation and reinforcement of Enabling Organisational Networks (EONs), which act as regional cooperation and facilitation mechanisms supporting local climate and energy transition activities.

The OCTOPUS EON for the Mazowieckie Voivodeship is coordinated by the Mazovia Energy Agency (MAE) and operates as a regional platform for cooperation, knowledge exchange and capacity building between municipalities, regional authorities and local stakeholders.

Objective of the OCTOPUS EON

The objective of the OCTOPUS EON is to support municipalities and regional stakeholders in implementing practical climate and energy transition actions through:

Strengthening cooperation between local and regional actors
Supporting the development of energy communities and energy cooperatives
Facilitating knowledge exchange and capacity building
Supporting local climate and energy planning processes

Role of the Mazovia Energy Agency

The Mazovia Energy Agency (MAE) acts as the coordinator and facilitator of the OCTOPUS EON in the Mazowieckie Voivodeship. MAE’s current activities include establishing a one-stop shop (OSS) providing technical and financial advisory support for, among other things, the development and implementation of energy and climate action plans (SECAP, ECAP+), building a network of professional advisors and contractors, and strengthening cooperation with the private sector through the Mazovia Energy Cluster.

The main responsibilities of MAE include:

  • coordination of cooperation between municipalities and stakeholders,
  • organisation of workshops, webinars and stakeholder meetings,
  • provision of technical and methodological support,
  • support for the development of local energy initiatives and energy communities,
  • facilitation of dialogue between local and regional governance levels,
  • identification of barriers and needs related to local energy transition activities,
  • dissemination of good practices and project results.

Network of cooperating institutions

The OCTOPUS EON – Mazovia operates as a regional cooperation network coordinated by MAE, in cooperation with the Marshal Office of the Mazowieckie Voivodeship and local stakeholders engaged in climate and energy transition activities.

The network includes:

  • municipalities and local government units,
  • regional and local stakeholders,
  • energy communities and energy cooperatives,
  • research and academic institutions,
  • NGOs and local development organisations,
  • experts and entities involved in sustainable energy projects.

Region and target groups

Region covered by the EON:
Mazowieckie Voivodeship – including urban, peri-urban and rural municipalities.

Main target groups:

  • local and regional authorities,
  • municipalities involved in climate and energy transition,
  • energy communities and energy cooperatives,
  • public institutions,
  • local stakeholders and community organisations,
  • experts and project developers,
  • entities interested in sustainable energy investments.

Scope of activities

The OCTOPUS EON – Mazovia provides support and coordination activities including:

  • workshops and capacity-building activities,
  • stakeholder engagement and networking,
  • support for local energy transition initiatives,
  • support for development of energy communities,
  • exchange of experiences and good practices,
  • identification of financing opportunities,
  • cooperation with regional and European partners,
  • support for local climate and energy governance.

Organisation of the EON

The OCTOPUS EON operates in a flexible and collaborative model combining:

  • online meetings and communication tools,
  • in-person workshops and stakeholder meetings,
  • regional cooperation mechanisms,
  • practical support activities coordinated by MAE.

The EON is continuously developed and adapted to regional needs and evolving governance conditions related to the energy transition process.

The network is continuously developed and adapted to the needs of the region and to changing conditions related to the planning and implementation of activities in the field of energy, climate and adaptation. Covenant of Mayors

We combine the activities of the OCTOPUS project with the objectives of the Covenant of Mayors, supporting local governments in preparing and implementing action plans for energy, climate and adaptation, including SECAP/ECAP+. Our role is also to build cooperation between municipalities, experts, contractors and the private sector in order to accelerate the decarbonisation of the region and strengthen its climate resilience.

Organisation of the Advisory Hub

The Advisory Hub operates in a hybrid model, combining:

  • a virtual information platform,
  • direct advisory support delivered by the MAE team and cooperating experts.

Coordination of activities and reporting are carried out in cooperation with the Marshal’s Office of the Mazowieckie Voivodeship.
